I somewhat agree w/ you Tony. It sounds like most of the problem that your referring to must come from locals who are going out on a continuous basis pulling up limits 3-4 times a week. How many fish do they need?!! As for me, I might go up a few times all summer to fish and if Perch or anything else is biting that day we will try to go back home with a limit(God, only knows they don't make it past a week or two in the freezer).
It sounds like a lot of people keep smaller ones too, in the 8-10in. range just to "limit out". Give me a break! Let the smaller ones go. If it means driving back home 2 hours with only 10 nice size ones... so be it. As for me I'm not wasting my time filleting minnow size perch. As you pointed out too Tony, the gardens should be doing great for some of these people and their hundreds of limits of freezer burnt least they might have nice tomatos this year!
